Abstract
The problem of describing the absorption of microwave radiation between pairs of multi-degenerate molecular rotational energy levels, and collisional relaxation of the irradiated transitions, is approached generally by deriving a system of coupled tensorial Bloch equations. These are solved directly for the case of highly excited states, where a number of simplifying assumptions are valid.
