Abstract

The issues of semantic information processing are considered. The central idea of information in the modern world is still an elusive concept. It is known that information must be quantified, at least in terms of partial ordering, to be additive, stored and transmitted. However, besides all this, there is no clear idea about its specific nature. The development of cognitive technologies poses the question of forms of knowledge representation: can the “stage of knowledge” be fully and faithfully analyzed in terms and forms of information processing at some level of abstraction? In other words, the analysis is to relate (1) the stage of knowledge with (2) forms of information processing and (3) levels of abstraction. Among the problems posed by the development of information technology, one of the key roles is played by the information semantics. The most significant open problems imply the development of research on a new basis in the following areas: providing data substantiation (how data can acquire meaning); ensuring the truth of the data (as meaningful data can acquire true values); building an information theory of truth (can information explain truth); constructing information semantics (can information explicate a value).
