Abstract

Abstract This article describes the main features of the system of coastal management in the USSR and the leading trends of perestroika. As a whole, coastal management, as well as the entire system of regional management in the USSR, is characterized by administrative, branch (i.e., ministerial) management, the main features of which were established in the 1920s. This system is typically found in an economy based exclusively on state‐owned land, natural resources, and means of production. In this article, some unique features of this system, its main problems, and its potentials for change are discussed. The author describes some contradictory positions in order to show the entire spectrum of opinions.
