On October 17, 2007, the Bureau of Air and Radiation, Air Permitting Section of the Kansas Department of Health and Environment (“KDHE”) recommended the issuance of an Air Quality Construction Permit under state air quality legislation to the Sunflower Electric Power Corporation (“Sunflower”).
