She graduated with high honors in 1977 from the University of Texas with a Bachelor of Arts degree in Humanities. She received her law degree from the University of Houston in 1981. She was an LL.M. Fellow at the Beazley Institute of Health Law and Policy at Loyola Law School Chicago, where she received her LL.M. in Health Law in 2011. She is currently employed as a Staff Attorney with the New Mexico Legislative Council Service, where her primary assignment is drafting health care legislation for the New Mexico Legislature.
