Abstract

This paper describes how the US Postal Service is not immune to the effects from a declining economy, focusing on the closing of one postal annex. It advocates the importance of carefully preparing a transition strategy in a changing public service environment and points out the relevancy of candid and thoughtful communications when dealing with unionized employees and managers.
