Abstract
We formulate a gauge-invariant field theory of interacting closed strings, based on Witten's open string field theory. The closed-string interaction is thus bilocal. We show that three-point couplings and the physical spectrum are in agreement with dual theory. Moreover, the four-point tree amplitude agrees with the Shapiro-Virasoro amplitude.
