Abstract

In this article the author advocates for a client-based in-service education and training programmes in which the thrust is on the academic and professional growth of teachers. A case study of client-based geography programme implemented at the Ramaano Mbulaheni (Venda INSET Centre) INSET centre at Tshakhuma, in the Northern Province will be discussed to demonstrate various forms of partnerships which may be developed. Observations made while working with teachers are described. Ways of organising and implementing client-based INSET programmes will be cited. Suggestions for the improvement of INSET delivery are made. In order to assist neglected and marginalised teachers working in rural areas it is recommended that a network of teacher INSET centres be set up to upgrade the teaching of geography and other school subjects at district level. INSET through distance education is considered to be a viable option to help improve the low academic level and performance of practising teachers in the Northern Province and other Provinces of South Africa.
