Abstract

The city of Clermont-Ferrand is not well known and has a highly negative image. It is nevertheless a strong regional capital with multiple activities, and it is trying to carve out a place for itself in France's Centre-East. Located on a plain, the city's governance problems are mainly human (intermunicipal coordination, transport, structuring infrastructure, etc.). Basically, its management lacks ambition and major projects and would benefit from a dynamic communications policy.
