Abstract

The historical development of the United States' security classification policies and procedures is reviewed, with special attention to Executive Orders 11652 and 12065. EO 12356 is seen as a reversal of most of the progress made by the previous two Orders. The implications of these developments for access by historical researchers to classified and declassified records are then discussed, including the application of the Freedom of Information Act and mandatory review to classified documents, the progress of the National Archives' systematic review program, and the availability of access tools.
