Abstract

Putting the final touches on the fiscal 1994 federal budget was one of the last items of business Congress completed before adjouring for the year. Overall research fared quite well, particularly civilian sector research. According to the Office of Management & Budget, Congress approved 82% of the new research investments sought by President Clinton as part of his economic revitalization plan. In line with that plan Congress provided increased resources for information highways, energy research, National Aeronautics & Space Administration (NASA) research and development, National Science Foundation (NSF) research, National Oceanic & Atmospheric Administration (NOAA) weather technology, National Institute of Standards & Technology (NIST) programs, and multiagency research programs organized by the Federal Coordinating Council on Science, Engineering & Technology.
