Abstract

The article presents major findings of comprehensive study (White Paper on Civil Protection) accomplished by Center for National Security and Defense Research (CNSDR) in Bulgarian Academy of Sciences (BAS). The re- search is presently further developed within framework of NATO Science for Peace Project SFP-981149 for building new capabilities in Decision Making Sup- port for Bulgarian Security Sector. The main goal of this article is to assess status and prospects ahead of system for protection of population and critical infrastructure. The fundamental principles of Concept for Civil Security of Republic of Bulgaria have been formulated within context of establishment of an integrated security sector. An institutionalized civil security system is consid- ered the third pillar of security sector in Bulgaria. Three main alternatives for development of civil security system are put forward. The first alternative is result of narrow interpretation and application of newly adopted Crisis Management Act. The second alternative offers broader interpretation and application of Crisis Management Act. This alternative envisages maximum interdepartmental co- ordination - a quasi ministry, whereas ministry is not actually established. The third alternative envisages establishment of new Ministry of Civil Security. The development of Center of Excellence in Security Sector Transformation in Bulgaria is proposed to provide scientific support to effective transformation of civil security system and implementation of Crisis Management Law.
