Abstract

Concepts of democracy are changing. This is not in the least reflected by the fact that although the term democracy plays a key role in political science — in empirical analysis as well as in normative studies- its use is by no means consistent or uncontested (see Schmitter/Karl 1991; Schmidt 1995: 11–18).
