Abstract
In accordance with the Law on Compulsory Education of the People's Republic of China, all provinces, autonomous regions, and municipalities directly under the central government have successively restored or set up the Scholarship Stipend System for Students in Secondary and Elementary Schools (hereinafter referred to as the stipend system). This is playing a major role in helping poor students go to school and in guaranteeing the implementation of compulsory education. In order to ensure the implementation of nine-year compulsory education and to provide a reliable guarantee that school-age children and juveniles attend school, all localities should further perfect the stipend system and strengthen management.
