Abstract

Implementation of the circular economy has the potential to significantly contribute to decarbonization targets. The CERCOM project will deliver an innovative risk-based framework to facilitate the adoption of Circular Economy (CE) and Resource Efficiency (RE) principles in procurement by National Road Authorities (NRAs) across Europe. This paper presents the interpretation of CE and RE within the highways sector to determine how NRAs define and assess their own performance against these topics. This informs data requirements for developing Key Performance Indicators (KPIs) for circularity while assessing quantity, quality, and availability of information required. The CERCOM Risk-Based Analysis framework is presented, which utilizes a weighted sum incorporating risk, cost and various KPIs developed to rank various construction and maintenance activities in terms of circularity and risk.
