Abstract

Part 2: An Interpretation of the Policy Making ProcessThe changes to the health insurance scheme which were announced and implemented in 1976 provide an opportunity to analyse the policy making process in Australia. Two paradigms are used to analyse this process: pluralist and marxist. It is concluded that the marxist paradigm is the more useful in trying to understand the 1976 Medibank changes.
