Abstract

By the beginning of the 21st century, territories located near major international airports have become one of the most promising objects of economic and territorial development. Integrated projects involving their development are widespread in various countries. In Russia, such approaches are only just beginning to be used. The aim of this study is to choose a model for managing the integrated development of the territory around Tolmachevo Airport in Novosibirsk oblast, the most important passenger transport hub in Eastern Russia. To this end, the article systematizes promising investment proposals for an integrated intermunicipal project for the socioeconomic development of the territory around Tolmachevo Airport. The foreign and domestic experience of implementing projects in several municipalities was studied, including via intermunicipal cooperation. Forms of management of near-airport territories abroad and in Russia are systematized, and the current management system of the area around Tolmachevo Aerotropolis is analyzed. Proposals have been developed to improve the system for managing development of the territory around Tolmachevo Airport in Novosibirsk oblast. This will make it possible, from the position of strategic goals and objectives, to solve problems on territorial planning and management of development in the entire Tolmachevo Aerotropolis zone.
