Abstract
In November 2001, China gained membership of the WTO. Nowhere in the WTO agreement is mention specifically made of SMEs or of small enterprises, but the implications for Chinese SMEs are substantial. The impact of WTO membership on Chinese SMEs and their ability to take advantage of the opportunities created by WTO will depend significantly on the policies adopted by the Chinese government. This paper: explores the overall context of SME development and entrepreneurship in China; surveys the implications for SMEs of China's accession to WTO; examines the policy priorities, policy initiatives, and the implications and options.
