Abstract

Significance In January 2022, a high-profile delegation comprising the Gulf Cooperation Council’s (GCC) secretary general and the foreign ministers of four GCC countries (Bahrain, Kuwait, Oman, and Saudi Arabia) visited China. Three days later Iran’s foreign minister Hossein Amir-Abdollahian visited Beijing, receiving a similar reception. Little of substance came out of the meetings, but the close timing of the two visits suggest that Beijing remains determined to advance its relations with both the GCC and Iran. Impacts A new nuclear deal would open opportunities for increasing economic and commercial ties between Beijing and Tehran. Economic, commercial and military ties will not be hampered by human rights criticisms of the GCC states, Iran or China. Israel’s burgeoning relationship with China may be influenced by the latter’s ties with Iran.
