Abstract

Recently Andrew Nathan has become a conduit for Chinese authors who claim to possess secret high-level official documents smuggled out of China. After the Tiananmen Papers, the latest alleged secret files to have reached Nathan are classified draft dossiers of the Organization Department of the Chinese Communist Party on the new (or fourth) generation of Chinese leaders. According to Nathan and his collaborator Bruce Gilley, when deliberations for picking a new slate of leaders began to heat up in 2002 in anticipation of the Sixteenth Party Congress in November, the draft dossiers were leaked to a former Party official and aide of Zhu Rongji now living in the US and writing under the pseudonym of Zong Hairen.1 Zong used these dossiers to compile a book in Chinese entitled Disidai (The Fourth Generation), and co-authors Nathan and Gilley in turn were given pre-publication access to the manuscript to write an English version entitled China's New Rulers:
