Abstract

Four critical factors, the per capita GDP, energy consumption, energy structure, and CO2 emissions, are mainly considered as the indicators to measure the level of low-carbon economic development. The CO2 emissions in China increased rapidly to 7706.83 Mtons in 2009, This paper analyzed the mechanism of CO2 emission changes and puts forward the pressure-driven environment protection model, then analysis the measures to control CO2 emissions under the low-carbon economy.
