Abstract

Why is it that a conservative actor such as China, which gives priority to the security of the state, has become more actively engaged in domestically intrusive UN peace operations that view the protection of civilians (POC) as a core obligation? China has derived both instrumental and social benefits from its higher levels of participation in and funding of UN operations. However, in order to resolve the tensions between its Westphalian and the UN’s post-Westphalian positions on international peace and security, it has attempted to return the UN towards a reinstatement of traditional peacekeeping principles, bolstering the role of the government in power.
