Plowden report Children and their primary schools HMSO 1967 The function of the children's book publisher has changed out of all recognition over the past twenty years, just as the status and use of children's literature itself has changed. The children's book publisher of yesterday is the primary school educational publisher if not always of today, then certainly of tomorrow. He is taking note of the development of primary education reflected in the Plowden report of 1967:
