Abstract

SUMMARY This paper begins with a brief historical overview of children's rights in Aotearoa New Zealand and then examines some of the key early childhood education documents since the 1984 Labour Government's reform agenda, the great experiment (Kelsey, 1995), which not only changed the language of education but also revolutionized the sector administratively. An important and recurrent theme is an enduring obsession with children in the future, which is common to all the policies and documents reviewed.
