Abstract

In late June, the Environmental Protection Agency began the slow and deliberate task of entering risk management plan (RMP) data onto its Envirofacts web site. By the end of the month, information from some 4,699 facilities had been logged on, about 7% of approximately 66,000 companies that EPA determined should prepare the plans. EPA officials estimate it will be several months before all the data are entered on the Internet. Taking into account all the reported information, program supporters believe the RMPs will provide a rich view of chemical accident data among U.S. companies that handle or manufacture large amounts of some 140 toxic and flammable chemicals. However, because of the huge number of covered companies, limitations on some of the data, and moves by Congress and EPA to keep key information off the Internet, use of the material on a national level may turn out to be quite limited.
