Abstract

It is suggested that F/sub 1n/, the charge form factor of the neutron, is negative at low transferred momentum, and that the charge distribution of the proton is such that the bare proton is surrounded not only by a positively charged layer but also by a negatively charged layer because of the strong vacuum polarization resulting from the three-pion resonance omega .
