Abstract

Bechtel Nevada (BN) manages two low-level Radioactive Waste Management Sites (RWMSs) at the Nevada Test Site (NTS) for the U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Site Office (NNSA/NSO). The Area 3 RWMS is located in south-central Yucca Flat and the Area 5 RWMS is located about 15 miles south, in north-central Frenchman Flat. Though located in two separate topographically closed basins, they are similar in climate and hydrogeologic setting. The Area 5 RWMS uses engineered shallow-land burial cells to dispose of packaged waste, while the Area 3 RWMS uses subsidence craters formed from underground testing of nuclear weapons for the disposal of packaged and unpackaged bulk waste. Over the next several decades, most waste disposal units at both the Area 3 and Area 5 RWMSs are anticipated to be closed. Closure of the Area 3 and Area 5 RWMSs will proceed through three phases: operational closure, final closure, and institutional control. Many waste disposal units at the Area 5RWMS are operationally closed and final closure has been placed on one unit at the Area 3 RWMS (U-3ax/bl). Because of the similarities between the two sites (e.g., type of wastes, environmental factors, operational closure cover designs, etc.), many characterization studies and data collected at the Area 3 RWMS are relevant and applicable to the Area 5 RWMS. For this reason, data and closure strategies from the Area 3 RWMS are referred to as applicable. This document is an interim Characterization Report – Operational Closure Covers, for the Area 5 RWMS. The report briefly describes the Area 5 RWMS and the physical environment where it is located, identifies the regulatory requirements, reviews the approach and schedule for closing, summarizes the monitoring programs, summarizes characterization studies and results, and then presents conclusions and recommendations.
