Abstract

Currently, the prevention of devastating accidents is still the focus of accident prevention in China. Despite the serious consequences and the huge impacts, the complete elimination of the devastating accidents is unrealistic due to contingencies. Moreover, the number of devastating accidents is relatively small and the proportion is very low. Fatal accidents, including devastating accidents, should be the focus of the prevention. However, due to lack of the macroscopic analysis and research, the guidance for the prevention of fatal accidents is missing. Fatal accidents in China are analyzed with the time series. Characteristics of fatal accidents in 2011 are analyzed based on the statistics, and measures and policy recommendations are put forward. Curbing all fatal accidents, including devastating accidents, should be the most important goal of road traffic safety. The macroscopic analysis, accident information collection of the fatal accidents, and the in-depth analysis of the fatal accident cases should be strengthened to further curb fatal accidents.
