Character Education Through Islamic Behavior Improvement (IBI) Among the Tourism Community in West Sumatra
The development of halal tourism in West Sumatra is not proportional, due to a lack of service to tourists and the prevalence of negative social behaviors such as fraud, coercion, deception, and violence within the Minang society, often known as the 4P (Pakuak, Palak, Pakang, and Preman) behavior. This research aims to identify and educate on social behaviors of fraud, coercion, deception, and violence (Pakuak, Palak, Pakang, and Preman) that hinder the development of halal tourism in West Sumatra. The research findings indicate that first, the potential of halal tourism in West Sumatra, seen from religious, socio-cultural, natural potential, and stakeholder perspectives, strongly supports the development of halal tourism. Second, behaviors inhibiting the development of tourism communities, the 4P (Pakuak, Palak, Pakang, and Preman), are still prevalent amidst tourism activities in West Sumatra. Third, the Islamic Behavior Improvement (IBI) Tourism Model for tourism communities, tourists, and halal tourism stakeholders in West Sumatra, based on development results, has been tested for product validity. This paper aims to explore the implementation of the pentahelix collaboration policy in the development of halal tourism in the region, as well as to design an ideal synergy model for the development of sustainable halal tourism. They use the qualitative methodology and a comparative approach to two halal tourism development areas, Malang city and Banyuwangi regency. This research discovered comparative advantages to implementing the penta-helix collaboration policy in establishing halal tourism in the two locations where there are variances and diversity in implementing the pentahelix collaboration in halal tourism. Each region has advantages that multi-sector and multi-stakeholder institutions complement. The development of halal tourism in Malang and Banyuwangi is further stymied by the absence of rules as a legal framework for development. However, the two regions are working to assure and expedite the development of halal tourism following local wisdom. This research helps to fill gaps in the development of halal tourism in Malang and Banyuwangi. Furthermore, this research contributes to the region's role as a paradigm for developing sustainable halal tourism.

Halal tourism has become a business trend in various countries, including Indonesia. Its existence requires the support of various sharia-based financial institutions, such as Islamic banks. However, its role in this industry has not yet been seen in the regions. The purpose of this paper is to analyze the role and position of Islamic banks in the development of halal tourism, especially in regions in Indonesia. This research was conducted in Central Java which includes three cities, namely Pekalongan City, Semarang City, and Surakarta City. Two types of data are needed in this study, both primary and secondary. Data were collected through observations at destinations, and interviews with Islamic banks and tourism business actors. Secondary data is collected through the assessment of documents, such as journal articles, books, research reports, and websites. The results of this study show that Islamic banks are an important part of regional halal tourism which acts as a supporting facility in the form of institutions. The role of Islamic banks in the development of halal tourism has not been maximized, because there has not been good cooperation with tourism business actors. However, existing Islamic banks have played an indirect role well for tourism business actors (SMEs) and visitors. The position of Islamic banks in the development of regional halal tourism is as a supporting facility. In the halal tourism ecosystem, Islamic banks are part of the ecosystem. This study implies that halal tourism will develop quickly if it is supported by Islamic banks that play a special role in supporting the implementation of halal tourism.

This research aims to analyze and understand the role, potential, and multiplier effects of halal tourism at Masjid Cheng Hoo in Pandaan towards enhancing the welfare of the community in Pasuruan Regency. The research methodology employed is qualitative, based on field research. The findings reveal that its historical and cultural value serves as a primary attraction for tourists seeking rich religious and cultural experiences. The potential of halal tourism around the mosque is evident in the increased tourist visits and the growth of the local tourism industry. Furthermore, the study indicates that the development of halal tourism around the mosque has a positive multiplier effect on the welfare of the community in Pasuruan Regency. The growth of the tourism industry creates new job opportunities and enhances household income, while contributing to the development of infrastructure and better public services. These findings underscore the significant economic and social benefits that the development of halal tourism at Masjid Cheng Hoo brings to the local community.

One of the missions of Pekanbaru City to become the epicentre of Malay Culture in Southeast Asia is the development of halal tourism. Halal tourism is a type of tourism that follows the principles of Islamic sharia. The purpose of halal tourism is to provide a tourist experience that complies with Islamic principles and meets the needs of Muslim tourists. This study is expected to contribute to the management and development of halal tourism in Pekanbaru City in particular and generally in other regions in Indonesia. This research uses a descriptive qualitative approach that describes the state of the subjects and objects of research at the present time based on the facts that occur and seen as they are. This research shows that the development of digital-based halal tourism in Pekanbaru City is carried out by Designing Halal Tourism Strategies and Action Plans (DSRA), Drafting Halal Tourism Regulations, Tourism Attractions and Developing digital-based economic potential.

Abstrak: Perkembangan di sektor pariwisata dari waktu ke waktu menunjukkan tren yang sangat positif terutama dalam upaya pemulihan ekonomi Indonesia pasca pandemi covid 19. Salah satu bukti nyata dengan disusunnya RIPPARDA Tulungagung sebagai acuan dalam pengembangan sektor wisata di selingkar wilis. Penelitian ini bertujuan untuk menganalisis potensi wisata halal pada objek wisata di kawasan selingkar wilis untuk dilakukan pengembangan wisata halal menurut GMTI dengan indikator akcesibilitas, communication, environment, dan services (ACES). Penelitian ini dilakukan dengan pendekatan kualitatif deskriptif dengan penelitian lapangan (field research). Hasil penelitian menunjukkan bahwa 1) kondisi objek wisata selingkar wilis menurut indikator ACES menunjukkan kondisi yang sangat baik. 2) Terdapat potensi yang besar untuk pengembangan objek wisata halal diobjek wisata selingkar wilis. Potensi ini muncul dari aspek kemudahan aksesibilitas berupa infrastruktur pendukung yang sudah sangat baik. Potensi lainnya ditunjukkan dengan hadirnya pengembangan informasi berbasis online melalui sosial media dan youtube. Pada indikator lingkungan menunjukkan dukungan lingkungan yang besar yang bersumber dari pemerintah, masyarakat, dan ekosistem budaya yang sudah mengakar di kehidupan masyarakat di sekitar objek wisata. 3) Upaya pengembangan objek wisata selingkar wilis menjadi objek wisata halal dilakukan dengan pengembangan wisata berbasis ecotourism dan smart halal tourism dengan menyusun roadmap pengembangan wisata halal dan menyiapkan sarana pendukung lainnya, termasuk inovasi kegiatan tahunan yang dikemas lebih komersial dengan berbasis smart halal tourism. Abstract: The development in the tourism sector over time shows a very positive trend, especially in the efforts to recover Indonesia's economy post the COVID-19 pandemic. One concrete evidence is the formulation of RIPPARDA Tulungagung as a reference in the development of the tourism sector around the Wilis mountain range. This research aims to analyze the potential of halal tourism at tourist attractions in the Wilis mountain range area for the development of halal tourism according to GMTI with indicators of accessibility, communication, environment, and services (ACES). The research uses a qualitative descriptive approach with field research. The results of the research show that 1) the condition of tourist attractions around the Wilis mountain range according to the ACES indicators indicates a very good condition. 2) There is great potential for the development of halal tourist attractions in the Wilis mountain range. This potential arises from the aspect of accessibility, such as well-established supporting infrastructure. Another potential is indicated by the presence of online information development through social media and YouTube. On environmental indicators, there is strong environmental support from the government, society, and cultural ecosystems that are deeply rooted in the lives of the community around the tourist attractions. 3) Efforts to develop tourist attractions around the Wilis mountain range into halal tourist attractions are carried out by developing ecotourism-based tourism and smart halal tourism by formulating a roadmap for the development of halal tourism and preparing other supporting facilities, including annual activities that are commercially packaged based on smart halal tourism. Halal tourism potential in West Java, especially for sharia hotels is very high so that West Java is a potential area for developing halal tourism. To realize West Java as a halal tourism development area is not easy there are obstacles faced such as the lack of consumer interest in sharia hotels and not many people understand the difference between sharia hotels and conventional hotels. Therefore, this study will examine the development strategy of halal tourism in West Java.The purpose of this study is 1) to identify internal factors (strengths and weaknesses) in the development of sharia tourism in West Java, 2) to identify external factors (opportunities and threats) in the development of sharia tourism in West Java, 3) for knowing the positioning of West Java in the development of sharia tourism and 4) to find out the development strategy of sharia tourism in West Java.The research method used is qualitative descriptive. The study was conducted on 8sharia hotels in the West Java region. The data analysis technique used is SWOT analysis using internal factors and external factors of the company.The SWOT matrix calculation results produce ten alternative strategies, namelyencouraging and providing halal certification facilities for sharia hotels, conductingassessment of facilities and infrastructure, halal tourism needs and other supportingelements in West Java, increasing the promotion of sharia tourism through various mediaand providing tourism information based on information technology that suits the needs of tourists, conducts an inventory of data in collaboration with the city or district government to hotels that implement the concept of sharia in West Java, develop uniqueness as excellence found in sharia hotels in West Java, Cooperate with various parties including the tourism ministry, the community and other stakeholders, equating the perception of the concept of sharia tourism between the government and business actors through halal tourism discussions and seminars, Developing various tourism products Halal with the aim of attracting tourists, conducting training and coaching Islamic tourism HR in accordance with the standards of the MUI, providing a place of worship complete with other worship facilities and infrastructure. The results of this study are expected to be a recommendation to the government of West Java Province and sharia hotels in the development of halal tourism in West Java.

Halal tourism is one of the programs that have been launched by the Sumatra Provincial Government to attract international and domestic tourists since 2016. But until now there has not been any concrete efforts made by the Padang city government in realizing halal tourism in the city of Padang. This study aims to explain the role carried out by the West Sumatra Province Tourism Office in realizing halal tourism in West Sumatra, especially in the city of Padang, which is the capital of the province of West Sumatra, as well as knowing how the obstacles that occur when applying in realizing halal tourism in the city of Padang. This research uses qualitative research type by using descriptive method which is done by purposive sampling. Data collection techniques were carried out with interviews and documentation studies, with informants from several employees of the West Sumatra Province Tourism Office and several stakeholders related to the development of halal tourism in the city of Padang. The role and effort undertaken by the West Sumatra Province Tourism Office is still in the form of providing halal certification to restaurants and restaurants in the city of Padang. The absence of regulations governing halal tourism for regions and regencies in West Sumatra has caused the slow development of halal tourism.

Objective: This study aims to explore and analyse the development of halal tourism in Indonesia, focusing on the synergy between religion and sustainable tourism. The aim is to understand how religion and sustainable tourism principles can support the growth of halal tourism and its potential economic and social benefits. Theoretical Framework: The study draws on halal tourism, religion, and sustainable tourism. It examines how religion can provide a moral and ethical foundation for halal tourism practices and how sustainable tourism principles, including nature and cultural conservation, can be integrated into the development of halal tourism. Method: Qualitative methods are employed in this study, including interviews and observations. Informants from religious institutions, tourism organisations, and local communities are selected to gather insights and perspectives on the development of halal tourism in Indonesia. Results and Conclusion: The study's findings highlight the importance of the synergy between religion and sustainable tourism in the development of halal tourism in Indonesia. Religion provides guidance and direction for halal practices. The development of halal tourism based on this concept can bring economic opportunities, improve the quality of tourism services, and strengthen Indonesia's position as a leading halal tourism destination. Implications: The study's findings affect policymakers, tourism organizations, and local communities. They emphasise the need for supportive policies and collaborations to promote and implement sustainable halal tourism practices. Novelty: This study contributes to the existing literature on halal tourism by examining the synergy between religion and sustainable tourism in the context of Indonesia.

The development of the halal tourism industry in Indonesia has increased in recent years. It is along with the support of the central government and also some local governments. Bukittinggi City in the Province of West Sumatra is a tourist city that has the potential to develop halal tourism. This study examines the model of managing Halal Tourism in the Bukittinggi City, West Sumatra Province, with the Penta Helix model that must involve various parties. The data was obtained from a questionnaire filled out by tourism policy stakeholders in the Bukittinggi City, which included business operators, local government officials, academics, religious leaders, and community leaders. The data is then processed by calculating the Priority matrix to produce alternative policies for the development of halal tourism. Collaboration between all components is very crucial. Policy priorities that must be selected and implemented by the Bukittinggi City government and all tourism people to develop halal tourism based on Analytical Hierarchy Process (AHP) and SWOT analysis are a collaboration with all tourism stakeholders, increase awareness of the importance of halal products, including in the field of tourism, and overcoming the limitations of halal restaurants and sharia hotels certified by Indonesian Ulama Council (MUI). This research contributes to the development of halal tourism in other areas to remain in accordance with Islamic values but also in harmony with local customs and culture.

This study aims to analyze the implementation of management at Sumedang Jaya Wisata (SJW) in supporting the development of community-based halal tourism in Pesisir Selatan Regency, West Sumatra. Halal tourism is understood as a destination management approach that not only emphasizes economic and aesthetic aspects but also highlights Islamic spiritual values such as cleanliness, trustworthiness, community participation, and environmental sustainability. This research uses a descriptive qualitative method with data collection techniques including field observations, in-depth interviews, and documentation. Research informants consist of SJW managers, business actors, and village officials directly involved in managing the tourism area. The results show that the management implementation at SJW includes key functions such as facility management, improved accessibility, delegation of authority, and tourism promotion. However, several challenges remain in implementation, particularly regarding the quality of human resources, limited budget, lack of technological innovation, low public awareness of public facility governance, and suboptimal promotion of halal tourism. Islamic values such as maslahah (public benefit), ukhuwah (brotherhood), muhasabah (self-reflection), and amanah (trust) have not yet been fully internalized into managerial practices. This study recommends the need for sharia-based tourism management training, strengthening of local halal tourism regulations, the formation of a community education team, and the digitalization of promotion and services. With more structured and Islamic value-based management, Sumedang Jaya Wisata has the potential to become a leading halal tourism destination that is competitive and sustainable.

Halal lifestyle has become a trend of world needs. Indonesia took this opportunity through the development of halal tourism. Halal tourism is part of the tourism industry that provides tourist services by referring to Islamic rules. However, there are still different understandings of halal tourism in the community and stakeholders, so that it can be one of the obstacles. This study aims to describe the development of halal tourism in Indonesia and analyze the government’s strategy in developing halal tourism. This research is a qualitative study using SWOT analysis. This research used primary data (discussions with the Ministry of Tourism, Indonesian Ulema Council, and academics at Andalas Dharma University) as well as secondary data. Since 2015, the growth of the halal tourism industry in Indonesia has increased. This is in line with Indonesia’s increasing rank every year from the sixth position (2015) to the first position (2019) in the Global Muslim Travel Index (GMTI) as the country with the best halal destinations. There are three primary strategies undertaken by the government to reach this achievement, namely: 1) marketing development; 2) destination development; and 3) industrial and institutional development. Based on the results of the SWOT analysis conducted, four strategies can be carried out by the government in developing halal tourism in Indonesia. These strategies involve elucidating the public and stakeholders about halal tourism, integrating infrastructure development with increased connectivity to tourist destination areas, drafting legislation, and providing the community with guidance and the ease of doing business. This way, the development of halal tourism can have double effects. A good collaboration between the government and various stakeholders is also essential in managing strengths and utilizing opportunities for the development of halal tourism in Indonesia.

This study investigates the role of environmental responsibility and community support in shaping perceptions of halal tourism through the Social-Ecological Systems (SES) Theory. Using Structural Equation Modeling (SEM) and a survey-based approach, data were collected from 300 respondents across three major halal tourism destinations in Indonesia: Lombok, Aceh, and West Sumatra. The findings reveal that community support significantly influences the perception of halal tourism, highlighting the importance of cultural alignment and local participation in tourism development. Additionally, environmental responsibility positively affects perceptions of halal tourism, suggesting that sustainable practices enhance the sector’s appeal. The study emphasizes that integrating ecological concerns with community engagement fosters a more inclusive and sustainable halal tourism model. These insights contribute to the growing discourse on sustainable tourism, offering practical implications for policymakers and industry stakeholders in designing effective halal tourism strategies. By aligning tourism development with environmental stewardship and local community interests, halal tourism can achieve long-term success while maintaining cultural and ecological sustainability.

The tourism industry has several goals, including to meet the physical, spiritual and intellectual needs of every tourist with recreation and travel and can improve the community's economy in order to realize the welfare of the community. Development StrategyHalal tourism is an alternative for the tourism industry in Indonesia along with the development of halal tourism which is part of the global Islamic economy industry. The rapid development of tourism has given rise to a new trend of developing halal tourism. However, its development still faces several obstacles and becomes a challenge in various parts of Indonesia. This study aims to describe the obstacles and challenges in the development of halal tourism in Indonesia and propose strategies that can be used to overcome these obstacles and challenges. This study uses a qualitative descriptive approach for data collection and uses content analysis techniques. The results of the study show that the obstacles to the development of halal tourism are the unprepared human resources and the lack of in-depth understanding of stakeholders and the community regarding the concept of developing halal tourism, community participation, which lacks innovation in promotional programs and inadequate facilities. Meanwhile, the challenges are the absence of regulations regarding the development of halal tourism in Indonesia and the lack of halal certification from the Indonesian Ulema Council.

The main purpose of the study is to evaluate the development of halal tourism in the world and Turkey. The sub-purpose of the research is to investigate the current halal tourism potential of Antalya province and to evaluate it using swot (strengths, weaknesses, opportunities, and threats) analysis. The study is important in terms of determining the factors affecting the development of halal tourism through swot analysis in the context of the opinions of academics and managers who are associated with tourism and identifying the factors that must be considered in developing new strategies and making decisions related to halal tourism. The sample consists of the managers of 11 hotels that provide services in compliance with the "Halal Concept" and the academics who work at tourism faculties of universities in Antalya. The data were collected through a questionnaire administered to a total of 125 people, including 74 managers and 51 academics. SPSS and SAS version 9.4 were used for the statistical analysis of the data obtained in the study. According to the findings, opportunities affecting the development of halal tourism in Antalya can be listed as the state’s increasing interest in halal tourism and inclusion of halal tourism in the 2023 strategy, tourists’ easy access to halal certified products, Turkey’s being a Muslim country and Muslims’ preference for Turkey for their vacation with the increasing Islamophobia in the West, qualified and experienced employees and managers in the field of tourism; the strengths can be listed as socio-cultural-geographical proximity to Islamic countries, Antalya’s developed transportation infrastructure, and Antalya’s brand value, and its being a well-known and reliable destination. The threats include the increased interest of non-Muslim countries in this field as well as Muslim destinations, insufficient number of halal concept hotels in the city, and the likelihood of the Russian and German markets being affected by Muslim tourists; weaknesses can be addressed as the lack of direct flights from Arab countries to Antalya in winter, the lack of investors investing in halal tourism, and the lack of education on halal tourism in universities and vocational schools.

The development of halal tourism requires readiness in various factors such as access, communication, environment, and services. The research was carried out in three district Aceh Province, namely in Banda Aceh City, Aceh Besar District, and Sabang City as tourism base areas. This research sample as many as 50 hotel business actors, 50 culinary delights, and 26 tourist objects, a total of 126 tourism business actors. Data analysis uses Binner Logit Regression, to determine the opportunities for tourism actors who are ready and not ready for halal tourism in the development of halal tourism in Aceh Province. The results showed that Accessibility, Communication, and Services had a positive effect on the development of halal tourism, while environmental factors do not affect the development of halal tourism in Aceh Province. Of all the factors, only services in tourism have high readiness and opportunities in influencing the development of halal tourism in Aceh Province.
