Abstract

The pre-accession strategy that is in operation today is an integral part of the strategy for the future of the Union as a whole. This chapter explores the emergence and evolution of a strategy in pre-accession, putting the Copenhagen criteria in context as well as the financial and legal tools used. The title of 'European Partnership' was introduced for the SEECs and is now used for countries that have formally been recognised as potential candidates. The European/Accession Partnerships guide the work of the EA partners in meeting their commitments under the association agreements. A core objective of the pre-accession strategy is to build the candidates' capacity to manage EU funds in preparation for their inclusion in the various forms of structural funds at Union level.Keywords: Copenhagen criteria; European/Accession partnerships; pre-accession strategy
