Abstract
This chapter first focuses on the theoretical lineage of the CARIFORUM-EU EPA, focusing on mercantilism as the handmaiden of the nation-state, and the free trade critique of mercantilism. Second, there is an analysis of the persistence of the mercantilist/free trade dichotomy in the Caribbean. Third, there are some definitional considerations of key concepts in everyday usage, such as Washington Consensus, neoliberal economics, Keynesian Consensus, structural adjustment, economic liberalization, market liberalization, and neoliberal political principles. Fourth, there is a brief description of selected neoliberal policies in specific Caribbean countries to demonstrate the one-size-fits-all nature of structural adjustment. Finally, a brief outline is provided of structural adjustment and economic liberalization in the Caribbean, and the emergence of the EPA.Keywords: Caribbean; CARIFORUM-EU EPA; neoliberal economics
