Abstract
Starting in 1978, a new and important phenomenon began to emerge from China's sexual and reproductive health sector, the vigorous rise of Non Governmental Organizations (NGOs). The International Women's Movement played a unique role in the development of NGOs in the sexual and reproductive health sector. In 1978, China began national economic reform and instituted the opening-up policy. Influenced by the new public management and global union revolution underway in western countries and within the context of China's overarching political, economic and social reforms of the time, China's sexual and reproductive health NGOs developed vigorously. In July 1999, the NGO Research Center of Tsinghua University organized the first large-scale International NGO forum in China. China's sexual and reproductive health NGOs face challenges not only stemming from the external environment in which they operate, but also from their own capacity.
