Abstract

In 1978, the Communist Party of China (CPC) held the historic Third Plenary Session of the Eleventh Central Committee, which ushered in the new historic period of reform. Since then, great progress has been made in modernization of China's national defense and its strategic outlook. The new security concept features trust, mutual benefit, equality and coordination, which are integrated parts. The new security concept was proposed from China's practice of peaceful development, and has also been practiced in peaceful development. As a large country and a responsible power, China should make greater contributions to the international community and mankind, thus, China needs a strong military force that is commensurate with its international status, which is out of the needs for safeguarding China's national security and developing interests and for maintaining global peace and promoting common development.
