Abstract

“Application of Communications Principles to Four Phases of Emergency Management” The purpose of this chapter is to provide guidance on how emergency managers can develop and implement effective communications plans in all four phases of emergency management – mitigation, preparedness, response and recovery - based on five basic fundamentals: build communications partnerships, invest in communications staff, training, and technology, collect and analyze information to gain situational awareness, deliver timely and accurate information, and be transparent in your communications.
