Abstract

This chapter examines the changes in consular affairs in the European Neighbourhood Policy (ENP) countries through the case of the EU's common visa policy. It considers three options encouraged by the European Commission to improve European consular services in relation to visa applications: enhanced cooperation among the EU member states' consulates; common consular representation; and outsourcing of consular tasks. Each of the three options will be examined one by one in the specific context of consular affairs in the European Neighbourhood, in order to ascertain the (dis)advantages of each of the options for EU member states and for the ENP countries. Moreover, new trends have appeared in public policy that are also affecting diplomacy. The chapter takes into account these more general trends in diplomacy and assesses how the three options discussed relate to these trends.
