Abstract

This chapter considers whether in an age of unlimited information, access to vast volumes of data is truly useful in maximising compliance with Law of Armed Conflict (LOAC) by considering three aspects: the military context in which data contributes to decision-making, which may have an impact on the application of the law; mechanisms by which enhanced levels of data flow may allow for the integration of legal principles in order to enhance LOAC compliance; and whether access to such enhanced levels of information actually contributes to enhancing LOAC compliance. It seeks to contextualise the military approach and in particular address the evolution of military doctrine including new concepts such as the Effects Based Approach to Operations (EBAO), and consider how this informs the concept of command and control in the age of mission command.
