Abstract

Since the late 1980s there have been unprecedented levels of activity in the construction of submarine telecommunication cable infrastructure. This chapter describes the cable route survey and associated activities which are essential ingredients in planning for cable route security. It gives a brief background and history of cable route surveys, and discusses pre-survey activities, such as preliminary route planning, landing site selection and the desktop study. The chapter examines in detail the actual cable route survey, and offers a brief summary of operational planning and schedules for cable route surveys. It addresses the international law governing cable route surveys and law and policy challenges respectively, and sets out some recommendations on how these challenges can be addressed. The operational permits required for performing a submarine cable route survey are essentially the same as they are for any other survey activity conducted within the territorial sea/archipelagic waters.
