Abstract

In the new millennium, the Singapore Tourism Board (STB) envisions Singapore as a ‘tourism capital’ playing a trinity of roles as a world-class tourist destination ; a vibrant tourism business centre ; and a tourism hub/gateway to Asia. Released in 1996, Tourism 21: Vision of a Tourism Capital (STB, 1996a) is the most ambitious tourism master plan to date, departing radically from earlier plans which focused on local agendas and emphasising instead regional and global ambitions. As a tourism capital, Singapore aspires to be a leader by providing a place where tourism entrepreneurs and enterprises can converge and where concepts and innovations in tourism are born.
