Chapter 4. New Functionalities for SIS and the Development of SIS II

Abstract

The practical reason for changing the architecture of Schengen Information System (SIS) was based on the forthcoming integration into the SIS of the Nordic countries. On 19 December 1996, the Schengen States signed the agreements with Denmark, Sweden and Finland on their accession to the Convention on the Implementation of the Schengen Agreement (CISA). During the same meeting, the Schengen States decided to develop a ?second-generation SIS? or SIS II. This chapter describes the decisions adopted to amend the use of SIS I. As we will see, many of these earlier decisions influenced the final scope and use of SIS II. The chapter focuses in particular on the Regulation on SIS II with regard to alerts on third-country nationals to be refused entry or residence.Keywords: CISA; Europe; Schengen Information System (SIS)
