Abstract

This chapters introduction sets the Migrant Integration Policy Index (MIPEX) within the dynamic field of international cooperation on migration and integration in which indicators are increasingly being used as tools for policy evaluation. The chapter reviews current discussion about integration indicators as the outcome of two policymaking processes that came together at the turn of the 21st century: an emerging evidence-based approach to good governance and increased international cooperation on migration policy. It clarifies how different types of indicators help to assess policies and policy outcomes, and goes into depth on the strengths and challenges for the MIPEX policy indicators, which link principles to policies as a starting point for ex ante evaluations and as a feedback loop for ex post evaluations. The chapter concludes by outlining how MIPEX could be linked to the development of the other indicator types that follow in the evaluation chain.
