Abstract

This case study details the development of nonstructural mitigation strategies for a rural community in the Central Appalachia region of the United States. Rural communities face unique challenges in disaster mitigation, including a dearth of economic resources and geographic isolation, often compounded by infrastructure insufficiencies. However, rural communities also enjoy the unique strengths of strong social capital bonds and existing community partnerships. In this case study, we identified the existing strengths and needs in the community to design mitigation measures tailored for the rural region. In consultation with community partners and stakeholders, we designed a needs assessment study to identify the mitigation needs and vulnerabilities within the community. We discuss the process and results of the collaboration, as well as ways in which this approach might be adapted to other rural or small town communities who are interested in nonstructural mitigation measures that employ a community-based approach. We conclude with a discussion of the additional community projects under development that have resulted from the initial needs assessment.
