Abstract

Extension systems can play an important role in increasing productivity and the income of rice farmers. Although this has long been known, the rice extension system in India could do better in terms of efficiency and effectiveness. There has been very little research on extension systems for rice farmers. Thus, there is scarce evidence on what interventions work, what do not, and why for meeting the information needs of rice farmers. India has moved toward a pluralistic extension system, with multiple service providers from the public, private, and third sector, partly because of the extension system reforms implemented over the years. This chapter presents a comprehensive historical overview of the extension reforms related to rice production in India over the past 6 decades. Furthermore, it critically analyzes the existing initiatives and presents the challenges faced in establishing links between research and the information needs of rice farmers. This analysis of interventions in rice extension systems will help to understand the gaps in existing policies and highlight areas that need more research and resources.
