Abstract
This chapter looks at the role of local authorities and civil society in responding to a severe economic crisis in a resource dependent municipality in northern Norway. In response to the challenges of globalization, the long-term community development goal is for such resourcebased places to become more resilient, more sustainable, and more diverse. The paper first introduces the municipality of Gamvik in northern Norway, and reviews its historical development and economic challenges. The next part examines the response to this economic crisis by the local government, local economy, and civil society. The paper concludes with a discussion reviewing how the interconnections between economic transition, community transition, and the need to supply supports is crucial for transforming small resource dependent communities.
