Abstract

This chapter discusses the concept of project management. Project management is defined as the planning and execution of all aspects of (1) a security project, (2) management of needed project resources, and (3) application of skills, knowledge, and methods to achieve the project's objectives on time within budgetary limitations and with a high level of quality. Project management, in its most basic form, consists of four distinct phases—development, planning, executing, and conclusion. Success in a project may be defined in a number of ways and the most common factors being on time and on budget. Through the use of effective project management skills, security decision makers can ensure that the project comes in on time and on budget (or preferably under budget). The project's level of quality is a function of time, cost, and scope, and any changes to one element can affect the overall level of quality and the other elements as well.
