ABSTRACT Since 2017 the Trump Administration has passed a series of Executive Actions targeting the United States Refugee Admissions Program, seeking to ban groups of refugees the Administration deems to be a national security threat. This article explains how the refugee resettlement system is impacted by these actions, finding that the relationship between the federal government and the nonprofit agencies engaged in resettlement has fundamentally changed and that the very survival of the resettlement sector is at risk.
