Abstract
This paper draws upon social-change theory for analyzing some current policies and practices in the field of mental retardation. A theoretical framework is developed from the works of several change and conflict theorists. On this basis, the author examines some recent key developments in policy and services for the retarded. The roles and interests of medical elites and the partisan parents' movement are seen as crucial factors.
