Development and ChangeVolume 11, Issue 2 p. 285-295 Changes in Tanzanian Rural Development Policy 1975–1978 Koenraad Verhagen, Koenraad Verhagen Co-operative Development Research Officer at the Department of Social Research at the Royal Tropical Institute, Amsterdam. From 1967–77 he worked in various co-operative development projects in West and East Africa, the Malagasy Republic and Mauritius and was involved alternately in promotion, planning and research work. Recent publications include ‘Eight Questions and Answers on Cooperatives and Rural Poverty’ (January 1979) and ‘How to Promote People's Participation through Local Organizations' (June 1979).
