Where does that leave us? As Fitzpatrick and O’Sullivan note, there is much that is left unanswered in their paper and there are many gaps that require detailed and necessary investigation beyond headline comparisons of rates of payment and entitlements in both systems
In that context we need to ask what is the role and potential of social security in that shared future? How does it foster a sense of solidarity? A sense of belonging? A sense of security? These are some of the fundamental questions of what social security is about and reflect often tacit and ambiguous norms and values that are highly significant in shaping the nuts and bolts of a social security system, of what we owe and what we are due as citizens
