Economic incentives in coastal management aim to prevent a coastal zone from being damaged or abused by the activities of specific users, and to induce socio-economically sustainable use of the coastal zone. The Korean marine environment budget was about 200 billion KRW in 2015, but the amount collected annually through marine environmental levies was only 8 billion KRW (by the income of the fisheries development fund in 2014). The levied amount from coastal users is significantly lower than the negative external effects (such as environmental damage) caused by marine use.
