Abstract

Instead of focusing political development and of identifying political problems, the political leadership in Pakistan has been indulged into personal gaining. Pakistan has seen military dictatorships as well as weak democratic governments which has resulted in weak insitutions. The problem of institutionlization has been a major hurdle in the way of political development. No positive measures were taken to promote understanding between civilian-military relations. The bad governance damaged image of political governments, resulted weak democratic system. This strategy was designed to minimize the influence of political leadership. This paper discusses and analyzes here various reasons of weak institutions and imbalance between them in Pakistan's political history. Paper concludes that Desperate efforts were made to dominate political elites. Serious contradictions among political elites sidelined actual spirit of democracy and promoted self-centered and opportunist political leadership. On the other side, it was the continuous military regimes which paralyzed political socialization process. A descriptive-analytical approach based on literature review, and qualitative method has been used for research.
